Environmental and Social Framework (ESF) Instruments

 
 

The DGM Global Project Phase 2 Project Development Objective (PDO) is to strengthen networks and partnerships for DGM Indigenous Peoples and Local Communities (IPLCs) at regional and global levels.

The DGM Global Project Phase 2 will continue to support IPLCs and national DGM projects as per original objective, including new countries that have been recently approved by the FIP Sub-Committee (Mozambique and Cote d'Ivoire) and those that are currently under the preparation phase (Guatemala, Nepal, and Republic of Congo). In accordance with the Environmental and Social Standards (ESSs) of the World Bank Environmental and Social Framework (ESF), the GEA and World Bank prepared the following three instruments: (a) Environmental and Social Commitment Plan, (b) Stakeholder Engagement Plan; and a (c) Labor Management Procedures.

Environmental and Social Commitment Plan (ESCP)

The Global Executing Agency will implement material measures and actions so that DGM Phase 2 is implemented in accordance with the Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out material measures and actions, any specific documents or plans, as well as the timing for each of these.

Stakeholder Engagement Plan (SEP) and Protocol

The Stakeholder Engagement Plan (SEP) identifies the key stakeholders for the project and provides guidance on establishing robust stakeholder engagement, consultation and grievance redress processes, including communication strategies to reach out to project stakeholders and consultations with IPLCs. The SEP also includes the Stakeholder Engagement Protocol as an annex.

During the 2020 annual Global Steering Committee meeting, the Global Executing Agency disclosed the Stakeholder Engagement Protocol to members for their feedback. The protocol includes the general criteria for nomination of DGM Global Learning Exchange participants as well as, the general selection criteria for DGM Global Learning Fellows. The purpose of the protocol is to guide the process of nominating Global Exchange participants and fellows for the Global Learning Fellowship.

Labor Management Procedures

The Labor Management Procedures set out: terms and conditions of employment; principles regarding non-discrimination and equality of opportunity; guidance on workers’ organizations; measures for occupational health and safety; and, the establishment of a grievance mechanism for labor disputes. The LMP also includes measures for addressing GBV/SEA risks, such as a Code of Conduct for staff and contractors.
